கற்றல் இடைவெளி என்பது அனைத்துத் தரப்பு குழந்தைகளையும் பாதித்துள்ளது எனினும் இதில் அதிகம் பாதிக்கப்பட்டவர்கள், தொடக்க வகுப்புக் குழந்தைகள். தொடக்க வகுப்புக் கற்றல் என்பது குழந்தைகள், வாழ்நாள் முழுவதும் கற்பதற்கான அடித்தளம் ஆகும். இதனைக் கருத்தில்கொண்டு 2025ஆம் ஆண்டில் 8 வயதிற்குட்பட்ட அனைத்துக் குழந்தைகளும் தங்குதடையின்றிப் படிக்கவும் எழுதவும் கணக்குகளைச் செய்யவும் அறிந்திருக்க வேண்டும் என்பதை இலக்காகக் கொண்டு எண்ணும் எழுத்தும் திட்டம், 1 முதல் 3 வகுப்புகளுக்கு அறிமுகப்படுத்தப்பட்டுள்ளது.
